Building internal capability was a way for Government to challenge the industry to move up the value chain, argues Chan Cheow Hoe, Government Chief Digital Officer and Deputy CEO, GovTech. This move came in the mid-2010s when most local tech companies were system integrators undertaking big projects like building monolithic ICT systems from scratch and not really leveraging the state-of-the art technology like cloud and software-as-a-service.  In this first of four video episodes on Singapore’s Digital Government Story, Chan also offered a behind the scenes look at various issues in the government tech environment including the separation of tasks between GovTech and Smart Nation Digital Office; outsourcing and procuring ICT services, building digital services for the public sector and the focus on creating meaningful ICT systems for people.
